The threaded rod is being turned, which in turn exerts upward force on the dust seal. This force is necessary to overcome the friction and potential adhesion holding the seal in place.
 
Inventor's Comment:
 
A lot of viewers online think the purpose of the Seal Remover is to remove the dust wiper seals and keep them intact so that you can "re use them". This is not the intention behind the tool. It is typical for the dust wiper seals to be replaced every 50 hour service. The intention behind the Seal Remover is to prevent damage to the $800-$1,500 lower leg fork that is made of alloy aluminum, which is easily scratched by harder metals you may find in the conventional tools.
 
The second big part is to make it easier for people to remove the seals, so it doesn't require the body-weight strength of a 180 lbs (80 kgs) man to pry it out and launch the seal into the ceiling. Even if you do have the strength for this, it is clumsy and quite brutish for such delicate equipment, leading to risk of damage. While not all seals are this stiff, some of the really stuck seals (in my experience) can be like this.
